A strong committee structure can play a significant role in the success or failure of a community association. Information, ideas, opinions and reports contributed by committee members can be a major factor in the quality of decisions made by the Board of Directors and the subsequent direction the community association takes. It is through committee involvement that a community association can best identify and meet the needs of the members.
The primary purpose of all committees is to advise and assist the Board of Directors in the performance of their duties. In performing the duties of a Director, a Board member is entitled to rely on information, opinions, reports or statements prepared or presented by a committee. By assuming a share of the responsibilities involved in the operation of the association, committees enable Board members to focus on the major issues and decisions facing the community.
Through an organized committee structure comprised of specific authority, reporting and controls, effective committee involvement can be gained.  Well organized committees can generate valuable information and ideas consistent with the goals and objectives of the association.  This organized contribution greatly expands the resources of the association.
Committee organization should start with the appointment of a Committee Chairperson.  The Chairperson needs the leadership qualities and organizational skills to lead the committee in the accomplishment of specific tasks and objectives as defined by the Board of Directors.  The consummation of this effort is the Board of Directors adoption of the Committee’s recommendations or report.
Successful committee involvement gives individuals a sense of accomplishment and contribution to the larger needs of the community.  By including a greater number of association members in the decision making process, actions by the Board of Directors will be more responsive to community needs and desires.  Decisions which truly reflect the community are assured the support of the membership.
Finally, committees provide an excellent training ground for the development of future Board members and community leaders.  Committee participants ensure the association a steady source of experienced and qualified leaders who can provide continuity in community programs and procedures.
In summary, a strong committee structure can contribute greatly to the success of the community association.  The information, ideas, resources, and leadership provided by committees are invaluable in the accomplishment of association goals and objectives.  Through organization, planning and the spirit of volunteerism, community associations can be a success.
